Students admission

Students who passed the internal assessment (exam) to access engineering studies. This exam is organized for the students of the second preparatory year.

Students who passed the national exam of entrance to Engineering Schools.

Students holding a bachelor degree consistent with the path of the Engineering Cycle.

Students who succeeded in external exams organized by the General Direction of Technological Studies (MESRS) of the Ministry of Higher Education.

To All Directors of private institutions of higher education

Subject: Conditions and methods for enrolling students in the different training stages of engineers in private institutions of higher education

References:

Law No. 73 of the year 2000 dated July 25, 2000 relating to private higher education and all texts that have revised it or completed it, mainly Law No. 59 of the year 2001 dated August 8, 2008,

Law No. 19 of 2008 dated February 25, 2008 relating to higher education, as revised by Decree-Law No. 31 of 2011 of April 26, 2011,

Decree No. 2602 of the year 1995 dated December 25, 1995, relating to fixing the general framework of the system of studies and the conditions for obtaining the national diploma of an engineer, as was revised by Decree No. 643 of 2009 dated March 2, 2009, mainly the fifth chapter of it

Decree No. 8925 of 2004 dated November 2, 2004, relating to the organization of national to enter the stages of training engineers, especially chapter 5 of it and all texts that have revised or completed it, especially the decree 2260 for the year of 2009 dated July 31, 2009,

Ministerial decision of the Ministers of Higher Education, Agriculture and Communications dated January 18, 1997, fixing the conditions and methods of organizing private examinations to enter the first and second year in engineering training institutions, and on all texts that revised or completed it, in particular the decision dated April 26, 2002,

Ministerial decision of the Ministers of Higher Education, Agriculture, Water Resources and Communication Technologies dated February 21, 2005 fixing the conditions for participation in national examinations to enter the stages of training engineers, as was completed by the decision dated August 7, 2009.

In order to ensure the implementation of the legal texts in line with the relevant laws and regulations and relating to the different modalities of joining the institutions of engineering training, all the private institutions of higher education that provide education in the preparatory stages of engineering studies and engineering training are invited to adopt the following methods and paths when accepting students to join the stages of training:

1. Admission through national examinations to enter the stages of engineering training:

Students who have successfully passed one of the national examinations to enter the stages of engineering training or the ones that have their names on the complementary lists of these examinations, can join one of the private institutions of higher education authorized for the purpose in order to continue studying in the stages of engineering training

2 -Admission through private examinations to enter the first and second year of the engineering training stages:

About the entrance examination to the first year: Students holding an academic (fundamental) bachelor degree or an applied bachelor degree in scientific and technological specialties obtained under the Bachelor, Master and Doctorate system (LMD) during the academic year. 2013-2014 or the academic year 2014-2015 and who did not fail during their university studies can submit their applications one of the private institutions of higher education authorized for the purpose in order to take the test.

 About the entrance examination to the second year: Students who succeeded in the first year of the master studies in scientific and technological specialties can submit their applications to take the test.

Each private institution of higher education shall form a selection committee for the purpose of examining the files of students who are candidates to enter the first and second year of the engineering studies and rank them using a set of standards that take into account the results of the candidates in the baccalaureate and their results for the first and second year of the bachelor’s degree studies and the first year of the master’s in addition to the marks obtained in the fundamental subjects that are determined according to the desired specialty.

The Ministry of Higher Education and Scientific Research annually determines the procedures for submitting applications and the selection criteria.

3. Admission through internal examinations in private institutions of higher education that provide training in the integrated preparatory cycle

Students who succeeded in the second year of the integrated preparatory cycle and who met the conditions and standards that the Ministry of Higher Education and Scientific Research adjust annually, are accepted for registration in the first year of the engineering cycle.

Each private institution for higher education shall form a selection committee for the purpose of examining the files of the candidates and their rankings by adopting a set of criteria that take into account the baccalaureate results of the candidates and their results for the first and the second year of the integrated preparatory cycle

Private institutions of higher education cannot exceed 70% of the total number of students registered in the integrated preparatory cycle when accepting the students in the engineering cycle. As for the rest of the students who were not accepted in the engineering training stages, they can continue to study to obtain the national bachelor’s degree

In view of the importance of the contents of this circular, you are urged to work on implementing its requirements with all accuracy and care and to commit to accepting students in the stages of engineering training according to the methods and criteria included in it, starting from the academic year of 2015-2016.
